The explanatory note to the bill indicates that its main goal is to create a unified organizational and technical approach to the formation and maintenance of information systems for the availability of preschool education.
The bill proposes to supplement Article 67 of the Federal Law “On Education in the Russian Federation” with the provision that “admission to preschool educational organizations is carried out through the distribution of children by the executive authority of the constituent entity of the Russian Federation or local government using regional information systems that provide including the transparency of the order of allocation of places for children who need them, as well as the availability of a mechanism for informing parents (legal representatives) of children about the sequence of allocation of such places and the reasons for changing the order ”.
“Today, electronic queues for admission to kindergarten are already used in the regions and at the federal level. The purpose of the draft law adopted today in the first reading is to create uniform conditions for the provision of this service and guarantee equal access to it for all citizens, regardless of the region in which they live. On August 26, the II All-Russian Forum “Landmarks of Childhood” took place in Moscow at the Crocus City Hall. The national project “Demography” is designed for 2019-2024.
